Council Member Julie Won addresses inconsistencies among agencies in entering subcontractor MWBE data into the Pay Information Portal (PIP) and inquires about measures to improve data reliability for oversight.
The discussion reveals plans to implement new subcontractor functionality in the Passport system as a solution to longstanding issues with PIP, highlighting the city's commitment to enhancing MWBE data transparency and oversight.

Okay.
1:10:29
And then to follow-up on what DDC was saying, how most of them, WBEs are in your subcontracts, not time.
1:10:36
From our conversations that we've had with the controller's office, who is in this room right now, it sounds like Merrill agencies are not consistent it comes to entering subcontractor MWE utilization into the pay information portal.
1:10:49
Are you doing anything to ensure agencies update PIP with accurate subcontractor MWDE data.
1:10:55
Because without it, the data makes it difficult for oversight bodies like the counsel and the controller to act analyze overall on the BBE utilization, and we want to make sure that we're separating and disaggregating subcontracts from main contract prime contractors.
Speaker 6
1:11:12
Tier 1, thank you.
1:11:13
I would take that holistically where the idea is that issues with not having enough information in PEP, the pay information portal is standing and very, very troublesome issue.
1:11:22
It's absolutely something that we encourage our agencies to ensure they're doing.
1:11:25
And to be quite frank, the city has we've taken it a step further.
1:11:28
As the controller knows, we've engaged in a very broad scoping and design for new sub contractor functionality that will actually be in passport as opposed to PEP being its co managed.
1:11:38
Now, people have still have some functions.
1:11:39
There's different things.
1:11:40
But, crucially, PIP does not work as we need it to work.
1:11:43
I think we've all known that for years, and so we've scoped and designed the subcontractor functionality that's gonna go into passport.
1:11:49
In the near future, those those contractual and timeline details are all being finalized, but it's been fully scoped, and we're going to implement these changes.
1:11:57
So we completely agree that the PIP system and the way the agents interact with it does not fit the needs.
1:12:02
We need more data.
1:12:03
We need more information.
1:12:05
I would highlight, although, the important difference of spend and contract value.
1:12:09
As chief Garner very accurately was saying before, we have to manage both because from a contractual stamp we can manage values, but it's all relatively meaningless if the spend isn't there at the end.
1:12:19
So also managing those kind of 2 different metrics is also crucially important.
1:12:23
So we agree.
Speaker 2
1:12:25
When can we see this in passport?
1:12:26
When is the exact date for this update?
Speaker 6
1:12:28
I'm not aware of a set date when it's supposed to be in.
1:12:30
It is absolutely scoped for I I I I believe the next release, it's that in Document Vault, which you're familiar with chair 1 that are that are in there.
1:12:38
So I can certainly follow-up with if there's a with our with our our tech team, a specific timeline, but that is all steam ahead.
