Deputy Comptroller Charlotte Hamamgian addresses the strategy for analyzing agency performance in advancing Minority and Women-owned Business Enterprises (MWBE) goals. She highlights a transition to a more collaborative approach with the administration, focused on citywide totals and breakdowns by industry and agency. This chapter outlines the effort to cross-share best practices and address disparities in MWBE utilization, specifically mentioning the Department of Transportation (DOT) and the Department of Design and Construction (DDC) as examples.

So does your office reach out to agencies that seem to be doing particularly well or particularly poorly to find out why?
3:03:09
And are there are there best practices being implemented in some agencies, but not others.
Speaker 20
3:03:18
Thank you for that question, Chair.
3:03:21
So, you know, part of the reason why we pivoted from making the grade, which was the format of the annual MWD report under the prior administration to the current format is because, you know, as alluded to by, you know, Michael Gardner, and the controller, we really do wanna partner with the administration.
3:03:39
We want the information that we report out to be helpful in both the administration own oversight agencies as well as their contracting agencies, being able to see where are we doing well, where are we not doing well, and to cross share that information.
3:03:57
And so our our report includes sort of citywide totals, but we break it down based on industries, and we break it down based on agencies.
3:04:07
Part of the new way in which we're evaluating agency on cohorts is also not just to lump agencies who provide the same types of services or the same types of goods, but have the seems for contracting portfolio so that an agency doesn't feel that they are left alone to figure out how to address their own internal inability to perhaps maximize MWD utilization, and they can see, okay, I'm DOT.
3:04:36
I see that DDC procures much of the same things that I'm procuring.
3:04:41
They're excelling in overall utilization.
3:04:43
They're excelling in higher average dollar, non competitive small purchase awards.
3:04:48
They are excelling in better addressing the disparity within the disparity and cross sharing that in information.
3:04:54
So our report was meant to help facilitate that dialogue, including our engagement with the administration on a regular basis to help procurement reform more generally.

No.
3:05:05
Thank you for that.
