I've been the consulting planner to Community Board 11 for the past 10 years.

Today, I'm here on my own time to offer support for Tibali Terrace.

Tibali Terrace and other projects that are in the pipeline are a test and to the effectiveness of community based planning and the East Harlem Neighborhood Plan compared to other Manhattan Community Districts since 2014 East Harlem has produced the most new construction affordable housing produced the most new construction affordable housing serving the lowest in conveyance and preserve the most existing affordable housing units by funding.

East Harlem has not produced the most total new housing, but it has produced the most affordable housing.

I've been to nearly every community board 11 land use meeting over the past 10 years, and I've never seen anything like it.

As someone who believes we must listen to neighbors when they speak, I remind everyone that the neighbor a plan called for development.
