Council Member Althea Stevens addresses concerns regarding eligibility for the Department of Youth & Community Development's (DYCD) Adult Literacy Request for Proposals (RFP) and the significant reduction in program slots. Deputy Commissioner Mike Bobbitt confirms that the RFP is open to all providers and that changes, such as increased staffing for more robust services, have impacted the number of available slots, reducing them from over 16,000 to approximately 1,600.

No.
1:06:56
The RFP is open to all.
1:06:58
Any organization can apply by proposing a program location within the target NTAs in response to feedback from the council and others, we've also issued an addendum to the RFP, which allows providers to apply to the NTA closest to their proposed location.

I I reported elsewhere in my my testimony, and and you also opine when you have a fixed amount of of money and you've gotten feedback that staffing levels haven't been as robust as you might have liked if you then increase the the staffing levels to provide a more robust service that's going to have an impact on the total number of slots.
1:07:57
So that is taking place here.
