Council Member Althea Stevens introduces the hearing on the Department of Youth & Community Development's Family Support Services.
She highlights programs focused on low-income families, such as the Father Initiative, adult literacy, and others, funded through the federal Community Service Block Grant program. Welcome to today's hearing on NYCD's friendly and supportive services.

In addition to serving the city's young people, DY City offers a broad spectrum of program that serves low income families and communities.

D YCD 6 family support services include the father initiative, healthy families, senior services, economic development, adult literacy, and safety awareness and crime prevention.

Using a strength based case management approach, providers work with individuals or families to assess their needs and resources to help them obtain support.

Apart from the father initiative, those 5 programs fall under the neighborhood development area contract which is funded through the federal community service block grant program.

The NDAs program the NDA programs were found it through a 2016 community assessment that did YCD distribute through the city's 41 low income communities.

DOICD surveyed residents around the programs and services that they needed, but had not received in the previous 12 months.

The result of the surveys was supplemented with an input from community members on neighborhood advisory boards to develop priorities for residents.

The critical programs were designed to help individuals with families at or below a 125% federal property levels.

DNYCD framed the program as essential services to help New Yorkers and New York City move into recovery after the economic devastations of COVID 9 team.

I applaud D y c d's grassroots approach that uses community capabilities to address the causes and conditions of property.

But those UICD programs are often overlooked and rarely promoted.

The long standing vacancies on the neighborhood advisory boards must be filled so that we can strengthen this process and amplify the resources to residents who need them.

Additionally, there is a death of data on the programs, outcomes, and reporting on the metrics you evaluate program success.

My dual objective today is to learn and learn the quantitative and qualitative measures used to assess a family support program and identify ways to further to further promote the services so that we can so they are more accessible to New Yorkers who need them.
