So there are separate entrances for the lobby, for the offices above as well as the manufacturing uses.

In addition, the local area, while this is an up zoning with a lot more bulk, the existing MO1 district would allow for this mix of commercial and retail uses.

The retail is really a small part of the project, which is intended to be for a local food store in order to service the building occupants in the surrounding area while the uses above are generally centered on the operator parts authority who is going to be operating the light manufacturing in some of the office space.
