That this development project is located in Council member of Russell's District in Williamsburg, Brooklyn and seeks to build a mixed use residential building with approximately 40 apartments.

The first proposed action involves rezoning a per a per lead manufacturing district m 1 dash 4 to a mixed use district m 1 dash 4 slash r 7 x.

The second proposed action involves mapping mandatory inclusionary housing over the rezoning area and adding the proposed mixed use district to the regulations in the zoning resolution that govern mixed use districts.

We are recommending 2 modifications.

The 1st modifications is to reduce the rezoning area to only include the development site.

As currently proposed, the rezoning would apply to applicants lot and the adjacent property owned by Khan Edison.

Upon discussion with Khan Edison, It was determined that the future utility needs in this area remain uncertain and that Con Els Con Edison's property should be reserved for potential future utility uses.

As such, Con Edison's property should not be rezoned.

The second modification is to remove NIH option 2 and require that the proposed development comply with NIH option 1.

MIH option 1 requires that 25% of the units be provided to the households, making the average of 60% AMI or less.
