The Department of Citywide Administrative Services (DCAS) explains the procedures ensuring legal compliance and integrity extend the exam results timeline.
- Certain processes, including the opportunity for test takers to protest questions and appeal, are necessary for transparency and integrity.
- The Test Validation Board, involving agency members, union representatives, and a DCAS representative, reviews protests, adding time to the cycle.
- A significant volume of protests, such as over 95,100 for the sergeant police exam, necessitates individual review, further lengthening the process.
- Some exams require a practical component after the multiple-choice section, contributing to additional delays.

I wanted to ask about the delays from exam results.
0:38:43
And I know that you've made improvements from 222 days in FY 23.
0:38:48
To about a 169 days, but it's still a prolonged period of time.
0:38:53
What what is decast doing to successfully deliver exam results in less time.
0:38:58
And what can they what can they do to continue lowering exam results completion time?
0:39:03
So what can we do together to kind of ensure that that path continue that trend continues downward.
Katrina Porter
0:39:10
Absolutely.
0:39:11
So I just wanna say, you know, to remain in full compliance with the law and to ensure the integrity of the civil service process and administration of multiple choice tests.
0:39:21
It requires that certain processes must be adhered to, and these processes do add time to the to the overall cycle time for from exam administration to list establishment.
0:39:34
These processes are in place to build transparency for test takers It provides these processes provides them with an opportunity to protest questions, to appeal to decast, you know, any grievances they may have, And it also includes what we call the test validation board, which is comprised of members of the agency that utilizes the title, the union that represents the title, and a decast representative, where they review protests.
0:40:05
That were submitted by text state groups.
0:40:09
So I just wanna give you an idea of the volume of protests that we received.
0:40:13
So we administered an exam for sergeant police, 10500 plus test takers.
Carmen De La Rosa
0:40:20
Mhmm.
Katrina Porter
0:40:20
We received over 95100 protests.
0:40:23
And that process requires us to review each protest individually.
0:40:28
Mhmm.
0:40:28
And this process can take some time.
0:40:30
So I'm trying to give you an idea of some of the things that we have to do by law.
0:40:35
Mhmm.
0:40:36
That really does extend the the cycle time.
0:40:40
One other thing I wanna mention is that some exams require a practical exam after the multiple choice test is administered.
0:40:48
And that also, you know, adds time.
