The New York City Housing Authority (NYCHA) outlines the limited evaluation and disciplinary processes for supers, property managers, and assistant supers, highlighting the need for a structured system.

  • Initial evaluations occur during a probationary period of about a year, with no structured evaluation process afterwards.
  • Discipline-based evaluations include instructional and counseling memos, local hearings for multiple infractions, or general trials for serious offenses.
  • Civil service laws and union agreements pose significant challenges to implementing a robust evaluation system.
  • Executive VP Daniel Greene acknowledges the urgent need for a more rigid and frequent evaluation framework.
  • NYCHA is considering updates to its employee oversight processes to enable more frequent evaluations.

Can you explain how Nietta evaluates the job performance of Supers property managers and assistant supers in the campuses.
Lisa Bova Hiatt
2:10:12
Thank you, council member.
2:10:13
We actually addressed that earlier with a chair brewer, but Dan Green can go over the challenges with us doing that again.
Daniel Greene
2:10:22
Yeah.
2:10:24
So so some like, right now, like, when a when a superstar is first assigned, there'll be a probationary period where they can be evaluated during that probationary period, but it's a very short time.
2:10:33
It's like a year to evaluate them.
2:10:37
Unfortunately, if if a super gets into that role or fortunately or unfortunately, depending on the person, There's not too much an evaluation process after that.
2:10:45
We do have to rely on our our our disciplinary process, which we can issue memos, called instructional memos.
2:10:51
They those can be escalated to something called accounting memo, which are, like, very issue specific.
2:10:56
Like, if, for example, if you didn't follow a procurement policy, you could get a counseling memo that would go into your file.
2:11:02
If you get enough counseling memos that would go and go to what they call local hearing which is a hearing administered by the boroughs.
2:11:08
Or if it's serious and fraction, we will pursue a general trial, which you can get suspension or termination or demotion.
2:11:15
Through the general trial.
2:11:16
But the civil service laws make discipline at night are very challenging.
2:11:20
And some of the agreements about employee evaluation with the unions or through the civil service have also made it very challenging.
2:11:28
I, again, really, you know, in my role as the as overseeing property management, I really wanna have the ability to to evaluate because we hear really negative feedback also from residents, from residents who have very negative experiences in our property management offices.
2:11:42
And that's unacceptable.
2:11:44
So I I I really, you know, look forward to a day when we can have more rigid evaluation system on a frequent basis for our superintendents, assistant superintendents, and property managers.
Erik Bottcher
2:11:56
Are you pursuing some kind of more rigid evaluation system?
2:12:00
Because think my colleagues could share similar experiences, and I don't wanna overgeneralize with every property manager.
2:12:09
But the the the experience that we have when we go to a property manager at NICA with issues.
2:12:20
And the experience we have when we go to a a superintendent in a privately operated building, they're often very different.
Daniel Greene
2:12:29
I think some of our property met many of our property managers are are excellent, and many of our superintendents are excellent.
2:12:36
Unfortunately, Some are not.
2:12:39
And I agree with you that we need a structured system to to be able to evaluate them better.
2:12:46
I I asked for that as a manager, but I would also say a lot of the work that we've been doing at Nitro over the past few years is updating Nitro.
2:12:53
NIKEA really needs an update overall.
2:12:55
And its procurement policies, its led environmental policies, in another way, an area is on employee oversight.
2:13:03
Because, for example, when I was at work for the city and other agencies, I got evaluated twice per year.
2:13:08
And I was, like, you know, in a different kind of job, But that kind of dialogue with an employee currently does not exist, but I think it needs to.
Lisa Bova Hiatt
2:13:19
And council member to the extent that you have an issue with the property manager, super, please let us know so that we can address it.
2:13:31
Chir Banks, I just want to correct something that I had said earlier with respect to our current vacancies, chair brewer.
2:13:41
I had said that we currently had 15 vacancies for property managers.
2:13:46
Actually, the numbers were updated this morning, and it's we currently have 8 vacancies.
2:13:51
And with respect to superintendents, I had said we had 8 vacancies.
2:13:55
We actually have 9 vacancies.
