The New York City Housing Authority (NYCHA) is actively developing in-house dashboards to better track financial management and has made significant efforts to address previous gaps in tracking abuses and mismanagement of funds.

  • NYCHA has been focusing on building the capability to monitor financial abuses more closely for a few years, with some dashboards already built in-house.
  • Efforts include the hiring of staff for performance management, including data scientists in the compliance department who work extensively with data.
  • In 2021, NYCHA's compliance and quality assurance units discovered risks associated with micro purchases, leading to a comprehensive review and report on these purchases.
  • Following the review, NYCHA issued a compliance advisory alert to all employees, updated micro purchase protocols, and implemented safeguards, resulting in a significant reduction in spending on micro purchases for services in 2022.

Some of them already been built, but, yes, they're in house.

I think to aggregate all data.
1:40:53
And for the dashboards that you're currently using, what is the gap in the ledger system that prevents it from tracking abuses and mismanagement of funds at the micro level?
1:41:03
I guess the answer to that is that it wasn't being tracked previously.
Brad Greenberg
1:41:09
I think a lot of this has been built in the last couple of years.
1:41:11
This is something that we've been focusing on now for a few years.
1:41:15
Like like Sergio mentioned, he he's hired staff to do performance management, which has been very helpful we have data scientists in the compliance department as well and folks that work with data a lot.
1:41:25
So this has been an ongoing effort for the last few years to kind of build that capability.

And I think you should be clear that we observed our compliance and quality assurance units observed in 2021 that there were risks associated with the micro purchase program, and that caused our own internal departments, our compliance department, to do a deep dive into micro purchases.
1:41:52
We prepared a report that was shared with DOE, issued a compliance advisory alert that went out to every single NICE employee, updated our micro purchase protocols, and put safeguards in place.
1:42:07
Because of those things that happened in 2022, we saw a dramatic decrease in the amount of money spent on micro purchases for services.
