The New York City Office of Technology and Innovation provides agencies with tools and protocols to facilitate data sharing, tailored to the regulatory environment.

  • The process involves collaboration with the Office of Information Privacy for navigating legal complexities.
  • Agencies are supported with template data sharing agreements and the creation of city-wide data integration pacts.
  • Technical assistance for uniting data includes record linkage techniques and geocoding.
  • A comprehensive playbook offers guidelines on both the legal and technical aspects of data sharing.

In that same local law, 22 of 2018, it also listed one of the duties as collaborating with other agencies to facilitate data sharing, what tools exist to facilitate data sharing between agencies or what protocols

There are it it very much depends on the type of data that is being shared.
0:26:33
Our office is working very very closely with the Office of Information Privacy, which is also part of the Office of Technology And Innovation.
0:26:40
And we've been working very closely with them, you know, prior to the merger into OTI as well.
0:26:49
The the city the city has all sorts of type of data.
0:26:53
Those data are all subject to various different regulatory regimes, whether that's HIPAA or FIRBA or the state's general welfare law, And each of those different laws have or this, you know, the city's personally identified information act.
0:27:08
Each of those laws has their own sort of set of stipulations about why data can be shared, what purposes it can be shared for who it can be shared with, and And what our office does is help agencies sort of navigate that regulatory environment and through sort of template templatization of data sharing agreements, memorandums of understanding, work on the city wide, data integration agreements, And then also on the technical side, helping agencies be able to unite data together, whether that's through sort of record linkage techniques, so trying to to look to see that two people across 2 different datasets are probably the same person or whether that's uniting datasets on Geog geographies, so geocoding, data sets, and understanding sort of which which rows are in a particular administrative boundary.
0:28:03
So we we I think we provide agencies with sort of the, like, the playbook, I would say, more on the data sharing side.
0:28:10
Like, here's how to do it.
0:28:11
Here's what you need to do.
0:28:12
Here's who you need to talk to.
0:28:13
And then finally on, you know, when they are ready to kind of, like, knit those datasets together.
0:28:18
Here are the technical tools.
0:28:20
To support you doing that.
