Jacques Jiha from the NYC Mayor's Office of Management and Budget (OMB) addresses concerns regarding the city's consistent underbudgeting for uniform workforce overtime costs, citing unforeseen challenges and the promise of future budget adjustments.

  • OMB provides overtime targets to all uniform agencies as a measure to manage expenses.
  • NYPD faces particular challenges with events such as demonstrations and subway system issues, leading to increased overtime.
  • OMB acknowledges the difficulty of predicting events that require extra manpower and commits to adjusting the budget accordingly.
  • The discussion indicates ongoing efforts to balance the need for overtime with budget constraints.

So the council has found that the administration consistently underestimates the cost of overtime for the city's uniform workforce.
1:49:28
Which has been under budget at adoption repeatedly in recent years.
1:49:33
And a known response to council member powers a moment ago you said that we truly need at least 10000 hours of subway overtime.
1:49:42
So from your perspective, How is the administration assessing the need and how is OMB weighing the cost of the increase against actual results.
1:49:59
And I I just wanna understand how are we looking to plug the gap to meet the need in light of the administration's priority as it pertains to the overtime, but yet the states not included in the budget so far in terms of the reimbursement aspect of it?

We, as you know, we We have given targets, overtime targets to all the uniform agencies.
1:50:30
As part of the measures that we took to manage expenses during the crisis.
1:50:40
But for some agencies, it's a lot easier than others.
1:50:45
Particularly for NYPG with the manifest demonstrations, we have since October 7th, and they have to redeploy force.
1:50:59
We have issue with Kvaan in the subway system.
1:51:03
So therefore, they have to respond to those things.
1:51:06
So for certain agencies, it's extremely court, okay, to manage on a day to day basis because we don't know what event, what's gonna transpire.
1:51:14
So we are managing them as best as we can.
1:51:17
Okay?
1:51:17
And if needed, we will move the appropriate adjustment to the budget, okay, in future plans to reflect what we're seeing taking place down in the streets.

1:51:29
Mister Gihad, how does this budget ensure we are making the requisite investments to complete capital projects on time.
