The NYC Mayor's Office of Management and Budget (OMB) determined exemptions from the 5% PEG requirement based on prioritizing public safety, cleanliness, and education, leading to some agencies receiving full or partial exemptions.
- Public safety, cleanliness, and education were highlighted as priorities by the administration.
- Agencies such as NYPD, Sanitation, and FDNY were fully exempted from the 5% PEG requirement.
- The decision-making process included a review of submitted PEGs, agencies' capacities to provide essential services, and the impact on critical services.
- Agencies providing crucial services may have received partial exemptions based on their resource capacities and the potential impact on services they offer.

Just wanna back up and talk a little bit about pegs and the exemptions regarding pegs.
0:29:46
In the November plan, All agencies were required to provide pegs equal to 5% of their city funded adopted budgets.
0:29:55
In the January plan, Agencies were again required to provide 5% pegs.
0:30:00
But this time, certain agencies were exempted while others were allowed to provide pegs that were below the 5% requirement.
0:30:09
What was the decision making process for determining those agencies that weren't included in the preliminary plan peg and for those that did not have to meet the 5% preliminary plan.

Ma'am, speaker, it's basically these were the what we did at the beginning of the process.
0:30:32
Was the med side that public safety and cleanliness and, to some extent, an education where priorities of his administration.
0:30:45
And as a result, I made the decision to basically exempt NYPG, sanitation, and FGNY.
0:30:56
And as we go to the process, all agencies submitted the PAG, and they may review all of them and made the decision that certain agencies given their resources that they have.
0:31:10
And I could across some of the services that they provide make the decision to exempt partially some of these agencies from the full peg that they they submitted.
0:31:22
Basically comes down to decision about priorities of the admin administration and also how much of an impact.
0:31:30
Okay, given the budget, given the resources that they have at their disposal, and that they could not meet the the peg target without impacting Google services.

So you're saying the mayor's priorities were primarily NYPD, FDNY, and I think another one.
0:31:51
In looking at the overall needs of the city though, There were significant agencies that were not exempted or provided with reduced pigs, particularly those for which the pig directly impacted on service provision for New Yorkers like the Department of Cultural Affairs and others.
0:32:10
So any idea or did you have any input in the decision making process about impact on on pertinent city agencies that would impact in New Yorkers significantly.
Jacques Jiha
0:32:22
We we agree that the culture institutions and LIBOR is equitable.
0:32:28
To the functioning of New York City residents.
0:32:34
And that's the reason why, for instance, we exempted the course transcriptions from the first four pegs.
0:32:42
Okay?
0:32:43
At the same time, we exempted the libraries from the general page.
0:32:49
But as you can imagine, as I stated, with visiting with a major crisis that requires a lot of resources.
0:32:57
So therefore, it was a horizon on deck approach in terms of all agencies were required.
0:33:04
Okay?
0:33:05
To meet the 6% to 5% peak targets that we communicate to them in January.
0:33:13
So as I said, as we review, we go to the review process and we look at the resources that the agencies are at the disposal and we look at the impact the direct impact on in terms of the critical services that they provide, they may have made the decision to basically provide partial exemption, DOE was one of the agencies.
0:33:36
Okay.
0:33:36
Given the impact that the mayor see that would have on it on on classrooms.
0:33:42
We've made the decision to say, you know what?
0:33:44
I'm gonna exam partially, okay, and DOE and other agencies.
0:33:50
From the banks.
0:33:51
So it's a question of what kind of resources that they have at their disposal and what is the impact on critical services and those are the major drivers that drove the decision to exclude, so exempt some agencies and include others.
