Lincoln Restler confirms with Jacques Jiha that New York City's payments to the state have significantly increased, describing it as an unfair financial burden.

  • Over the last decade, cost shifts and cuts have had an approximate $22 billion impact on New York City's budget.
  • Payments from the city to the state have risen from about $143 billion to $245 billion, marking a 71% increase.
  • Restler highlights a 25% increase in contributions since the beginning of the Adams administration and deems it an extraordinary burden on taxpayers.
  • Jacques Jiha agrees and mentions working together to address the issue, noting an additional $200 million annual cost shift to New York City.

I just wanted to start following up on a letter that chair Brandon and I sent to OMB last month, and we just received a response yesterday just to confirm the information that was shared from OMB to the council relating to cost shifts and increased cost on that the city of New York is contributing into Albany.
3:29:29
Over the last 10 years, Overall cuts and cost shifts, the impact, the aggregate impact to the New York City budget is approximately $22,000,000,000.
3:29:40
Is that right?
3:29:42
And payments made to the state have increased from approximately $143,000,000,000 payments made by the city to the state have increased from approximately a $143,000,000,000 a decade ago to $245,000,000,000 in FY24, and we're on pace to see that this year.
3:29:58
Is that right?
Jacques Jiha
3:29:59
Yes.
Lincoln Restler
3:29:59
So that's a 71% increase over the last decade of the amount of money that the city is paying into Albany, and it's a 25% increase since the beginning of the Adams administration, that is an extraordinary burden that has been placed on the city of New York.
3:30:13
On you and on us and on all of the taxpayers of New York City, and it's an unfair one.
3:30:18
So I hope that we can work together to push Albany so that we get our fair share back in return.
3:30:25
There were significant cost shifts during the previous mayor and governor.
3:30:28
I thought things might be better.
3:30:29
In the dynamics between the mayor and the governor today.
3:30:32
They have not gotten better.
3:30:34
It has gotten worse, and this is a matter of public record, and we needed to be a part of that conversation in Albany over the next 30 days.
Jacques Jiha
3:30:40
Looking forward to work with your consumer on this.
3:30:43
And as as I indicated to you in this on budget, we have about $200,000,000, an additional $200,000,000 a year.
3:30:53
Okay.
3:30:53
That is cost shifted to New York City and resources that took over from us.
3:30:57
This is an intercept.
3:30:58
So be more than happy to work with you.
3:31:01
We have already been conducted for the city by CUNY in terms of the balance of payments between the city and the city and what you contribute more to the state And then we're getting, we'll be more than happy to share that story.
Lincoln Restler
3:31:15
It certainly makes a real difference for us to have a more equitable cost share and responsibility with the state.
3:31:20
I am concerned about some of the mayor and your decisions and the impact that it's having on the budget.
