Mitch Katz explains that Health and Hospitals has more flexible procurement rules than other city agencies, which affects how asylum seeker funding is managed.
- Health and Hospitals operates as a public benefit corporation, allowing more flexible procurement rules.
- These flexible rules are particularly useful in emergency situations.
- For long-term needs or stable systems, the standard city procurement process is preferable.
- The flexibility in procurement at Health and Hospitals is partially why it's chosen for managing asylum seeker funding in emergencies.

It does in the sense that health and hospitals is was created as a public benefit corporation by New York State And so our procurement rules are somewhat more flexible than the city's procurement rules.

And, again, I think that's very relevant in an emergency, I don't think it's as relevant once you stabilize the system.

I think if you need something and when the city needs something in 4 or 5 weeks, we're a good agency to call on.

I think when we're talking about, you know, this is what we need for the next 3 years.

That should be done through the city's usual process.
