New York City Health And Hospitals (H+H) has hundreds of vacant doctor positions, with recruitment challenges due to high living costs in New York City.
- Mitch Katz estimates the vacant doctor positions at H+H are in the hundreds, but cannot provide an exact number.
- Due to New York City's high living costs and quality of life concerns, especially for those with families, recruitment is almost impossible.
- H+H relies on sessional workers to provide services despite vacancies, with many doctors preferring session work to full employment.
- Previous discussions about resident medical coverage highlighted the use of medical directors for on-call coverage in some instances.

Mitch Katz
1:07:53
So I don't have a number.
1:07:55
It would be in the hundreds.
1:07:58

What was the plan to fill this slot?
Mitch Katz
1:08:02
Well, so just to to explain, a fair amount of the just because it's vacant doesn't mean the service isn't provided because we do session services.
1:08:12
And I think many people appreciate the additional session because the city, work we for a doctor is 40 hours.
1:08:22
Many doctors in outside practice work 60 hours, and people because of New York or happy to have the opportunity to work an additional 20 hours and, you know, earn additional salary.
1:08:37
So The the issue is hiring.
1:08:40
Well, generally, it is almost impossible to recruit people to New York City.
1:08:48
Because of the cost of passing.
1:08:50
So if you're here already, right, then it's possible for us to hire you.
1:08:57
Very hard, and we we lose people all of the time, even at doctor salaries to people saying it's just to expensive to live here and the quality of life, especially people with young families.
1:09:12
People have 2 children.
1:09:15
Very, very difficult.
1:09:16
So we rely on sessional work.

Well, I just want to mention, I know that when we asked about residents at the last hearing, and about on call coverage, it was said that in some spaces, a medical director would step in if a resident couldn't cover.
