The Department of Citywide Administrative Services (DCAS) clarifies that funding and reimbursement decisions are not in their purview, pointing to the Office of Management and Budget (OMB) for answers.

  • DCAS is not involved in funding or reimbursement decisions related to the asylum seeker sites.
  • DCAS's role is limited to paying invoices and selecting sites, with funding provided by OMB for the fiscal year.
  • The question about a cap on the number of beds funded by the state remains unanswered.
  • Council Member Restler notes the oddity of DCAS's invoicing role without deeper involvement in service provision.

I did wanna just ask about something that director Xi had testified to yesterday.
1:06:19
Is there a cap on how much how many beds the state is willing to fund at the 3 sites in decasses the 3 asylum secret sites in decasses purview.
1:06:31
Sorry to bring it back up here.
1:06:32
Don't get too comfortable.
Roman Gofman
1:06:36
Sorry.
1:06:37
Can you repeat that question?
1:06:38
Sure.
Lincoln Restler
1:06:38
I apologize.
1:06:39
Is there a in in reference to directors, he has testimony yesterday, the is there a cap on the number of beds that the state is prepared to fund at these three sites, Randall's Island, Floyd Floyd Bennett Field, and what's the third one?
1:06:53
And Queenmore.
1:06:54
Thank you.
1:06:54
Of course, Queen's.
1:06:55
So and Creedmoor, the admin is claiming that there's a 600,000,000 gap and that there was a
Roman Gofman
1:07:01
could you just help us clarify what's under what's happening here?
1:07:05
So so DCAS is not involved in any funding decisions or reimbursement decisions, right, when we were asked to enter into the PO and currently paying our invoices.
1:07:14
We are provided with funding by OMB for the estimated dollar value for the fiscal year, but we are not in conversations or for reimbursement or anything on the states level?
Dawn M. Pinnock
1:07:25
Right.
1:07:25
So that would have to be something that's posed to OMB.
1:07:28
We just don't have any line of sight into that.
Lincoln Restler
1:07:33
I understand we will follow-up with o and b.
1:07:35
I just have to say it I think it's odd that classes involved at all.
1:07:40
I I appreciate your role in site selection, and and that's a great resource and, you know, deputy commissioner Ringelheim and others have tremendous expertise that we value in helping to find every viable possible site for any potential use across the city.
1:07:54
But you know, every other agency involved, this council member, Henif noted, have expertise in providing 247 care to people in need, except for DCAS.
1:08:04
And so it's it's just it's a little funny that you all are expected to have 380, $400,000,000 in your budget to provide these to to fund these essential services but are not involved more than invoicing.
1:08:18
Right?
1:08:18
And it just it makes it hard for us to know where to go for the question.
1:08:21
And to get the answers that that New Yorkers deserve.
1:08:25
Okay.
1:08:25
I'm gonna try to go fast.
