Adam Roberts confirms CHIP disagrees with the Housing Vacancy Survey's (HVS) categorization of offline units, favoring data from property owner filings to agencies.

  • CHIP questions the reliability of HVS data compared to official filings from property owners.
  • Roberts points to the Independent Budget Office (IBO) and Department of Finance (DOF) data as being more accurate due to being based on owner submissions.
  • He expresses a desire to understand the significant discrepancies between HVS data and other sources.
  • Roberts stresses the irrefutability of agency filings, underscoring their reliability over surveys like the HVS.

One follow-up question for you, Adam.
2:21:56
In hearing hearing you discuss the IBO numbers versus Department of Finance versus the housing vacancy survey, do you it it appears that the HBS is a much more detailed survey.
2:22:09
It asks many more questions and strives to be a representative sample, which we have very good reasons to trust.
2:22:16
We trust the census.
2:22:17
Generally speaking, do you have or does chip have disagreement with the disaggregation of units that are offline as described by HBS?
Adam Roberts
2:22:27
We do.
2:22:29
You know, and this isn't to criticize the HBS particular, but it is just a survey.
2:22:34
Either looking at the numbers from the IVO or or DOF, as I said, those are filings that owners submit 2 agencies.
2:22:41
The rent registrations, what's the IVO looked at, go to HCR, and the RPIs of the filings that owners with 11 units or more in a building, submit to DLF.
2:22:52
And those are essentially irrefutable.
2:22:55
I mean, our are these agencies just making up the numbers that they they can't be?
2:23:00
So, you know, we would like to understand more about why the HBS diverges so significantly.
2:23:06
From what these other filings are seeing.
2:23:08
And and also from what, you know, the controller's options being in the tax delinquencies, which again is assigned.
2:23:14
That these buildings are no longer making enough value to even pay their taxes.

Thank you.
2:23:21
We'll be following up with HPD.
