QUESTION

How does the occupancy rate of units previously unavailable compare between 2021 and 2023?

The Chief Research Officer of the NYC Department of Housing Preservation and Development does not have immediate access to historical data comparing the occupancy rates of previously unavailable units but commits to follow up.

  • A query on the comparison of occupancy rates between 2021 and 2023 lacks immediate historical data response.
  • A specific note on rent-stabilized units shows a 75% occupancy rate two years later, compared to 62% across all units.
  • The 75% figure includes all rent-stabilized units across all types of buildings, price levels, and neighborhoods.
  • The Council Member finds this information helpful.

On units, again, Slide 8, units that were not available in 2021 that are available in 2023, 62%.
1:05:14
How does that 62% compare 2 previous comparisons between HBSs if you have that information.
Elyzabeth Gaumer
1:05:23
That's a great question.
1:05:24
I don't have those historical data with me or off the top of my head, but I'm happy to follow-up and give you back in time what that looks like.
Pierina Ana Sanchez
1:05:32
Okay.
1:05:32
Thank you.
Elyzabeth Gaumer
1:05:35
The one thing that I may add while we're just on that topic and in combination with council member wrestler's question, We did look at the subset of rent stabilized units and what had happened to those specific 42,000 units.
1:05:49
Between 2123.
1:05:51
So as a reminder, as you just said, across all units that were off the market, 62% were occupied 2 years later, for when stabilized, it was 75% or occupied 2 years later.
1:06:02
Right?
1:06:02
So again, using those 2 complementary ways of looking at change.
Pierina Ana Sanchez
1:06:08
Thank you.
1:06:09
That's that's really helpful.
1:06:12
And with this is with the broader definition or this is just renstabilized.
Elyzabeth Gaumer
1:06:16
The 75% is the totality of all of the units that were rent stabilized and off the market in 21.
1:06:22
So that's at all price levels.
1:06:24
Right?
1:06:24
In all types of buildings, in all neighborhoods, that's 75%.
Pierina Ana Sanchez
1:06:28
Yeah.
