And I also want to highlight a couple of other things that I think gets to the question that you asked.

You know, as Doctor Gommer's testimony highlighted from the findings in the 2023 HVS something's very clear.

As the city has emerged from the COVID 19 pandemic, our housing crisis has worsened over the last 2 years.

And New Yorkers are feeling just as multiple fronts as you had indicated in your response.

Too many New Yorkers are experiencing rising cost and are worried about being able pay the rent and many others are unable to move to a new home because of the dearest of low cost apartment to the market.

While the housing shortages felt by all households.

Low income households feel this the most deeply.

They face the lowest vacancy rates amongst homes.

They can't afford and experience the highest levels of rent burning.

So this brings us to the important role of rent stabilization housing in our city.

Strong rent stabilization system coupled with our unparalleled investments in affordable housing has helped ensure that we have as much low cost housing as we do and has helped many New Yorkers remain in their homes and exercise the choice to stay in the neighborhood.

The housing we finance is rent stabilized in exchange for our public investment.

At the local level, we need to work hand in hand to maximize all avenues for housing development, including but not limited to, but affordable housing development.

And we need the support of the city council to continue to advocate for and champion new housing across every borough.

We are thankful for speaker Adam's leadership and his council support in passing the fair housing framework law, which is a consequential step towards ensuring every neighborhood contributes to building more housing, including low cost and affordable housing in our city.

In passing the city of yes housing opportunity, the city council can take a monumental next step to unlock housing opportunity city wide and helping us fulfill the spirit of the fair housing framework law.

I think of all of the findings from the 23 survey, the net rental vacancy rate is is very telling of how dramatic some of the changes are that we've seen in a relatively very short period of time over this 2 year period relative to our 21 survey.

The net rental vacancy rate of 1.41 percent is certainly dramatically lower than it had been just 2 years prior.

But I think it's also important to note where there has been consistent findings across both of those surveys, and that is a dramatically low shortage.

Or a very large shortage of the lowest cost units.

All of those with rents below the median of 16.50 continue to have a net rental vacancy rate of less than 1%, the same as in our 21 survey.
