This legislation is such a fitting way to ensure that Paul Malone's legacy and spirit of advocating for homeless animals and the people who care for them will live on forever.

I will never forget that day in June of 2018 when Paul's bill passed to mandating full service animal shelters be built in every borough, which was incredibly needed considering that Queens and the Bronx had no full service animal shelter at all.

Council member of the loan fought for over a decade to make this happen alongside his brother.

And now thanks to him, Queens and the Bronx will finally have equal access to an adoption center, low cost vet care, humane education, dog training, a pet food pantry, a lost and found, and a surrender prevention counseling unit.

I have many fond memories, one of which was getting a call from Paul when he found a stray, orange cat in his neighborhood.

And he didn't hesitate to drop everything he was doing and bring the cat indoors.

Whether it was shelter pets, wildlife horses, or animals in the circus, Paul unapologetically stood up for the animals and never backed down even when he was challenged by those who couldn't understand why there was such a need to protect our city's animals.
