NYC Department for the Aging registers private SADCs annually, and the city imposes higher fees for late registration to ensure compliance and generate revenue.

  • NYC Aging does not have direct oversight of private SADC programs, but under Local Law Nine of 2015, programs must register with NYC Aging.
  • Council Member Adrienne Adams raises concerns about the growth of private SADCs and their impact on NYC Aging's older adult centers' attendance.
  • Lorraine Cortes-Vasquez, the Commissioner, mentions efforts to rigorously register SADCs and impose higher fees for non-compliance.
  • The exact number of registered SADCs and detailed data on fines and investigations are to be provided later.

Let's talk about another one of our favorite subjects, private social adult Care Centers.
0:34:51
And I am channeling right now the presence of my former colleague, Margaret Chin, of course.
0:34:59
This was so important to Margaret.
0:35:02
And she often brought up her concerns about the growing number of privately operated social day cares during her years on the council, and the concern still persists with this current council.
0:35:17
Since Margaret's been, you know, out of the council for 3 years now.
0:35:23
We're still talking about this.
0:35:24
Before the pandemic, there were over 300 private social adult day care day cares.
0:35:34
And they exceeded the number of New York City aging this older adult centers or your OACs.
0:35:43
I'm hearing from my colleagues that private SADCs across the city.
0:35:49
Could be the reason for the reduced utilizations we're seeing at some of NYC Aging's older adult centers as they're often very adept at enticing older adults with enhanced services and programs that many NYC aging OACs are not able to offer them.
0:36:08
So they are dangling, you know, the the you know, as judge Judy says that shiny red truck in front of our seniors and our seniors, of course, are are going for it.
0:36:20
This is really concerning to us because we really want to see increased attendance at our NYC Aging Centers.
0:36:27
We know that NYC CAGING DOES NOT HAVE DIRECT OVERSIGHT OF THE PRIVATE SADC PROGRAMS.
0:36:33
BUT UNDER LOCAL LAW Nine OF 2015, THE PROGRAMS ARE required to register within YC aging.
0:36:42
Currently, how many private SADCs have registered within NYC aging and has this number been increasing in recent years?
Lorraine Cortes-Vasquez
0:36:51
When we started, thanks to Council member, Margaret Chen, that this was her signature program.
0:36:56
She created the ombudsman program.
0:36:59
We registered every older adult fake care center.
0:37:05
And then the other thing that we've done is every year they have to register with us.
0:37:10
And the longer they take not to register, we impose a higher fee on them.
0:37:15
So we've been very rigorous because this is revenue
Adrienne Adams
0:37:18
Yeah.
Lorraine Cortes-Vasquez
0:37:18
For for for for the city.
0:37:21
Mhmm.
0:37:21
We've been very rigorous in making sure that they are registered and making sure that they're registered for the 2nd year.
0:37:28
Do we have the number?
Jose Mercado
0:37:30
No.
0:37:30
We don't believe.
Lorraine Cortes-Vasquez
0:37:31
We can get that before tonight.
0:37:32
And I can tell you what the process is, and then the numbers that we've imposed fines on.
0:37:37
And then the the number of investigations that we've also conducted, I commit to you, that I'll give that to you right after the theory.
Adrienne Adams
0:37:44
Okay.
0:37:44
Great.
0:37:45
Thank you.
