Council Member Althea Stevens queries about the collaboration between the Department of Probation and other agencies regarding program offerings for youth, emphasizing the need for holistic planning and tracking of youth involvement across different programs.

  • The Department of Probation is integrating with over 900 programs offered by the Department of Youth and Community Development to match client needs.
  • Efforts are underway to assess the overlap of youth participants in probation and other programs, with a recent focus on summer youth employment.
  • Approximately 600 youth participated in summer employment programs last year, with around 500 registered for the current year.
  • The council member expresses disappointment over the lack of progress in tracking and integrating services for youth across different city programs.
Althea Stevens
1:33:50
I know you kind of like highlight it.
1:33:53
Your partnership and and work that you've been doing with, like, DOE and NYPD.
1:33:57
But what about other agencies?
Alex Stein
1:33:59
Because
Juanita Holmes
1:33:59
We are dycd.
1:34:00
Yeah.
Althea Stevens
1:34:01
I know.
1:34:01
But what does that look and tell me what what what does that look like.
Juanita Holmes
1:34:04
So what happens is naturally, dyCD has over 900 programs.
1:34:09
So that's what we're plugging into.
1:34:11
So we're doing What
Althea Stevens
1:34:12
do we all look like?
Juanita Holmes
1:34:13
That that just looks like seeing what they have that fits our clients' needs.
1:34:18
So naturally, by surveying the clients, what is it that you
Lincoln Restler
1:34:21
need to how
Althea Stevens
1:34:21
many young people that you have in your programs that are also in some of the programs.
1:34:25
You have the overlap
Juanita Holmes
1:34:26
between Right.
1:34:27
So we just we just implemented this.
1:34:31
So as a result of such, I spoke with key Howard, Keith Howard's team did a whole presentation on what programs they have available.
1:34:40
So as a result of such, we're looking into these programs to see what that what we can segue into instead of trying to recreate the wheel
Althea Stevens
1:34:49
That's not what I'm asking you.
1:34:50
I'm asking.
1:34:50
So let me finish the question
Alex Stein
1:34:52
so you
Althea Stevens
1:34:52
can give me the answer that I'm looking for.
1:34:54
I'm asking you so how many young people that on probation that are in some of those programs?
1:34:58
How many young people who are also ACS and ACS custody and have different those cases that are also on probation?
1:35:05
Do you have those numbers?
Juanita Holmes
1:35:06
Do you have those numbers, Matt Granoff?
Althea Stevens
1:35:09
Like, I'm just trying to see how what's the overlap here?
1:35:12
Because so often, a lot of these kids are in all of these programs and figuring out how are we communicating all these different things and having holistic plans opposed to it having separate plans.
1:35:21
So that's why I'm asking these questions.
1:35:23
So not just saying, how are you plugging the kids in the program?
1:35:26
Because that's easy.
1:35:26
So if you don't have that, I would love to see how we can start working on that because I did access question before.
1:35:32
This isn't a new question.
1:35:33
Access question when you first got here, when we had a joint hearing with criminal justice and ACS, NCY City.
1:35:39
And I'm just asking this because this is a follow-up question for him almost a year ago.
1:35:43
When acts as before.
1:35:44
And so I'm asking, do we now have the overlapping number of young people that hasn't that's being served in all of these different programs?
Juanita Holmes
1:35:50
So I apologize because I don't remember the question from a year ago, and my apologies that I didn't because I try and remember what's said here.
1:35:58
No.
1:35:58
I don't know.
1:35:58
With that being
Sandy Nurse
1:35:59
said, that's not going to
Juanita Holmes
1:36:00
be part of what he's doing now, why he's looking into it, also assessing who's already in some of those programs.
1:36:07
We do have the summer youth employment that we work with them with.
1:36:11
How many young people do we have last year?
1:36:14
Summer youth employees?
1:36:15
About 600.
1:36:16
600?
1:36:17
About 600.
1:36:19
And now currently, they've registered.
1:36:21
How many do we have registered now?
Sharun Goodwin
1:36:23
Right now.
Juanita Holmes
1:36:25
About 500.
1:36:26
So they're still registering.
1:36:27
So that we did through DYCD to make sure they have employment.
1:36:31
But that's part of his assessment that he's doing now.
1:36:34
They just did probably about a month and a half ago, the breakdown of all their programs for us.
Althea Stevens
1:36:40
Well, that's disappointing because Yeah.
1:36:42
I I and I say it's disappointing in the fact that I I've been here for 3 years now, and this is the same thing I've been saying for the last 3 years.
1:36:48
It is unacceptable that we have all of these different programs, saving serving the same young people, and we're not we're not keeping track of how they are.
1:36:56
Going into all these programs in the city.
1:36:58
And this is not just on you.
1:36:59
This is all the programs that serve right young people, including DOE, DUI CD, and ACS.
1:37:04
And I and I know it's not happening because I talk to all everybody.
Juanita Holmes
1:37:08
But I've been saying the same thing, and that's what they know, and that's what smellings.
1:37:12
I said, you you that's why we started making assessment.
1:37:15
I walked in the door saying the same thing.
1:37:17
Why are we trying to create, find new nonprofits?
1:37:20
When we have everything we need right here.
1:37:23
So that's why it's been I agree with you wholeheartedly.
1:37:26
Wholeheartedly.
1:37:27
That's what I said.
Althea Stevens
1:37:27
Well, again, I've been here 3 years and it still hasn't and I've I've offered up my services to be supportive of making these things happen and saying how do we work together, but it clearly is not resonating because 3 years later, we still don't know, and that's really disappointing.
Juanita Holmes
1:37:41
But I'm gonna assure you, I'm here a year, I think, in a couple of days.
1:37:47
The next time we're back here, We're gonna have the before, we're back here.
Alex Stein
1:37:51
Yeah.
1:37:51
You
Sandy Nurse
1:37:51
have reached out
Alex Stein
1:37:52
to them.
1:37:52
You have
Melissa Cintrón Hernández
1:37:52
reached out to me.
1:37:53
I'll reach
Juanita Holmes
1:37:53
out to you, and we'll have it in place.
1:37:56
I can show you that.
Althea Stevens
1:37:57
Thank you, council member.
Sandy Nurse
1:37:57
Thank you, council members, Stevens.
