QUESTION

What explains the budget reduction for the my city portal in FY 2025?

The budget reduction for FY 2025 reflects a one-time funding allocation for FY 2024 that is not extending into FY 2025.

  • The Office of Technology And Innovation (OTI) clarifies that the budget decrease is due to a one-time fund that will not continue into FY 2025.
  • OTI is in constant budget review with the Mayor’s Office of Management and Budget (OMB), and final numbers for FY 2025 will be shared between January and the executive plan release.
  • The "My City" portal encompasses not just one service but a consortium, including childcare, business, and jobs portals, with ongoing upgrades to its foundational infrastructure.
  • Funding needs are assessed on an as-needed basis, with a focus on strengthening the platform's overall foundation for future services.

Can I ask about my city portal?
1:14:27
Sure.
1:14:29
And thank you.
1:14:30
I got to do kind of an early my simulation of of the app, and I'm again encouraged by the remarks in your opening testimony about how many people created accounts, how many people applied, and how many people have been connected to childcare, for example.
1:14:47
I think that's really positive.
1:14:52
Now I I I understand in the preliminary plan, the program is funded at 6,200,000.
1:14:57
And then in FY 2025, 35,600,000 less than FY 2024, adopted budget of 41,800,000.
1:15:07
Can you can you explain the large decrease in y?
Matthew Fraser
1:15:15
So for the decrease in the specific metrics, I'll defer to the deprecation method.
1:15:20
Yeah.
Jennifer Gutiérrez
1:15:21
And I can provide more context.
1:15:23
I just those are the numbers that I have.
1:15:25
And the preliminary plan program is funded at 6,200,000 for FY 2025, 35,600,000 less than FY 2020 4, a 41,800,000.
Edwin Pemberton
1:15:35
Right.
1:15:36
So currently, OTI is funded at the like, 41,800,000.
1:15:42
We are always reviewing budgets with RMB because we we have to look at the overall cost.
1:15:50
And so There's never a final number for 25 until, like, between Jan and exec, we'll be able to share.
1:15:58
What the new projections will be in in the audience.
Jennifer Gutiérrez
1:16:01
Sure.
1:16:01
3rd I mean, just 35,600,000 is is significant.
1:16:04
So is there anything I mean, we'll wait, obviously, for The executive plan just seems like a a really large gap where 35.6 is projected in the preliminary plan.
1:16:18
But do you have any sense of why now, why it's why there's such a difference
Edwin Pemberton
1:16:23
Was there
Jennifer Gutiérrez
1:16:24
anything changing to the surfaces?
1:16:25
Or
Edwin Pemberton
1:16:26
It it wasn't decreased.
1:16:28
It was I I think it's a one time funding that was given to 24 and not extending 25.
1:16:34
So it's it's really just that OMB is constantly reviewing each project.
1:16:39
And funding is added to the plan on an as need basis.
Jennifer Gutiérrez
1:16:44
So do you do you have a sense of what the cost to operate the app is right now?
Edwin Pemberton
1:16:50
We're we're budgeted for 41.8, and and that's the Yeah.
Jennifer Gutiérrez
1:16:54
For 24.
1:16:55
Yeah.
Edwin Pemberton
1:16:55
For 24.
Matthew Fraser
1:16:57
So when when we look at the universe into my city, my city isn't just one app on one service.
1:17:02
It's a collection or consortium of services.
1:17:06
So we have child care.
1:17:07
We have the business portal.
1:17:08
We have the jobs portal.
1:17:09
But behind that, we have other programs that were once independent programs that are being pulled into the MyCity universe.
1:17:15
So when we look at things like Data Bridge and Legacy Data Bridge that provides the data share between agencies, that the infrastructure surrounding that is decades old.
1:17:26
And we're in the process of upgrading those and putting in things like master data management tool so that we can manage a large amount of data that goes through the agencies.
1:17:36
And that's all covered under the my city universe because at the back end, you have to build a foundation that's strong enough to support the future mission and use that to support the existing stuff as well.
Jennifer Gutiérrez
1:17:48
Thank you.
