Commissioner Carrión and Deputy Commissioner Darga provide an update on the Affordable Neighborhood Cooperative Program (ANCP) and Till program. They discuss the progress made, challenges faced, and recent changes to improve the programs.

  • There are about 78 remaining ANCP deals, with closings starting to happen
  • The program offers apartments for $2,500 (or $250 for those below 80% AMI)
  • HPD made substantial programmatic changes last year to address residents' concerns about program terms and private debt
  • The agency is prioritizing buildings where residents have been relocated the longest
  • Staffing changes and COVID-19 impacts had slowed down progress, but the team has been mostly rebuilt

Regarding ANCP may I continue?
0:56:56
Thank you.
0:56:56
ANCP and Till, I have one Till building in my district.
0:57:01
I know there are plenty other Till and ANC buildings across the city.
0:57:07
But how many ANC projects is the fiscal 24th through 28th capital commitment plan support and what projects are closing next in the pipeline.
Adolfo Carrión Jr.
0:57:17
So I'll give a little context then maybe we can have somebody in the blanks on on the details, and we do have our deputy commissioner for development here.
0:57:28
Who's got her finger on the pulse daily.
0:57:31
So, Kim Dargam, I wanna join us here.
0:57:34
Thank you, Kim.
0:57:37
I just want to say about ANCP.
0:57:41
When I walked in the door 26 a half months ago, and I heard about where we were.
0:57:50
I won't I'll spare you the exploitives, but I want In the 19 eighties, I worked on an until building in Williamsburg as a graduate student.
0:58:02
I you would think that by now, we would have completed these deals.
0:58:06
Right.
0:58:08
We've done a lot.
0:58:09
We'll get you the numbers.
0:58:10
We've done a lot.
0:58:11
There are about 78 remaining deals, but we're starting to see the closings happen.
0:58:17
I think what my I I I I made it my mission, and we made it our mission as an agency to educate the public and educate you the members of the city council about the efficacy of this housing ownership homeownership opportunity for folks, and that There was a lot of misinformation that was being bandied about about this program.
0:58:40
To the people who have closed on those deals, they're very happy.
0:58:44
And they're encouraged, and they're now homeowners, and and now they're essentially ambassadors for the program because it works Where in God's good earth are you gonna get a housing an apartment in New York City for $25100 and own it?
0:59:02
And if you are below 80% of AMI, you'll get it for $250 as originally intended.
0:59:09
Nowhere, it's absurd.
0:59:10
That this is not seen as a fantastic thing that should be hurried up and closed.
0:59:15
And so we're we're doing that.
0:59:17
Details from the the commission.
UNKNOWN
0:59:19
Sorry.
0:59:19
Before you answer the piece, to swear
Jimmy Oddo
0:59:21
you in.
Crystal Hudson
0:59:22
Oh, they have to swear you in first.
UNKNOWN
0:59:24
Please raise your right hand.
0:59:25
Yes.
0:59:27
Do you affirm to tell the truth, the whole truth, and nothing about the truth before this committee, and to respond honestly to count some other questions?
Kim Darga
0:59:33
Yes.
0:59:33
Thank you.
0:59:35
I think the commissioner pretty much covered it.
0:59:38
We actually did some pretty substantial programmatic changes last year.
0:59:42
It was We were seeing some concerns by residents about the program terms, concern about private debt.
0:59:50
And so we have modified some of those program terms to address those issues.
0:59:55
And we also had a lot of staffing changes over the last couple of years that slowed things down.
1:00:01
So we have 75 buildings remaining.
1:00:05
And we are hoping now that we have mostly rebuilt the team and that we have modified the terms that we'll be able to make some good progress.
1:00:14
We are trying at this point in time to prioritize the project or the buildings where residents have been relocated the longest so that they can get back to their buildings quicker.
