Andrew St. Laurent testifies about the potential disruptions and impacts of a construction project over an MTA tunnel. He emphasizes the difficulties of the site and the likely disruption to F and G train traffic south of Smith's Ninth Street during the multi-year construction period.

  • Suggests the subcommittee, committee, or city council committee on transportation should consider these impacts before approving the application.
  • Acknowledges the large turnout for the project and thanks the staff for managing it.
  • Focuses his remarks on the challenges posed by building over the MTA tunnel.

Okay.
1:26:36
Great.
1:26:36
I'll start again.
1:26:37
Alright.
1:26:38
Good afternoon.
1:26:39
Chair Riley, sub committee.
1:26:40
Council member of Vilez.
1:26:42
Thank you for having us today.
1:26:44
I also want to thank the sergeant and arms and the sub committee staff who worked very hard to manage the very large turnout in connection with this project.
1:26:51
I'm just gonna combine my remarks to the difficulties of the site regarding the MTA and the tunnel.
1:26:58
That is the site would be built over.
1:27:00
As the chair noted at the beginning of today's meeting, this is an active subway platform.
1:27:06
Containing the f and the g train lines at service, Brooklyn, Manhattan, and Queens.
1:27:11
The applicant noted the challenges.
1:27:13
They noted that this was a difficult site.
1:27:15
A number of times, they talked about having to cite the elevator cores over the streetscape in order to avoid interfering with the active subway lines.
1:27:24
They noted the positive aspects of the access to the subway that this building would offer.
1:27:29
What they did not comment on or which I have not heard about is the need to move thousands of tons of material and equipment over this active subway line over the process of construction.
1:27:42
The applicant said during the Community Board 6 meeting that this would be done by Crane, I have some some skepticism about that.
1:27:51
But regardless of the manner in which that that material is intended to be moved, there can be no question, but that this is going to disrupt.
1:27:59
FNG traffic south of Smith's Ninth Street during the course of this construction project, which I understand will take years.
1:28:06
And I think that is an impact that either this committee, the this sub committee, this committee, or the city council committee on transportation should consider.
1:28:15
In deciding whether or not to go forward with this application.
1:28:17
Thank you very much.
1:28:18
That is my time.
