Ethan Goodman outlines the five zoning actions required to facilitate the project and highlights the strong community and governmental support received. The actions include text amendments, special permits, and city map changes.
- Three special permits sought for stadium, hotel, and modifications to bulk and parking regulations
- Community Board recommended approval with a 37-2 vote
- Borough President and City Planning Commission have also recommended approval

We're seeking zoning text amendments to the Special Willard's Point District, which itself was passed by the council in 2008.
2:29:19
To establish the framework under which we will be able to apply for special permit relief.
2:29:24
And then we are seeking 3 special permits.
2:29:27
1 for the 25,000 seat stadium, 1 for the 250 room hotel, and a third for modifications to youth bulking and parking regulations to facilitate the proposed buildings and design.

Finally, we are seeking changes to the city map to formally map the streets around phase 1 and to allow for a future increase in the grades of streets around phase 2 at such future time as the rest of the district is acquired and redeveloped.

We've been working with the local community board on this project for over 10 years.
2:30:01
We have met with them dozens upon dozens of times.

And I think largely for this reason in this established relationship, this culminated in their recommendation in December by a vote of 37 to 2 to approve these actions.

In January, the borough president added his support recommending approval of the actions.
2:30:21
And just last week, the city planning commission voted unanimously to approve the actions.

With that, I'd like to introduce the 1st of 2 members of the development team, Frank Monorisi, with the Queen's development group, and he'll speak a little bit more about the team developing the affordable housing and hotel portions of the project.
