The New York City Economic Development Corporation (EDC) is interested in understanding more about noise mitigation measures for the JFK redevelopment program, although they do not have specific details on actions being taken by the Port Authority or terminal operators.
- The EDC cannot provide detailed information on noise mitigation measures being implemented by the Port Authority and terminal operators.
- Council Member Mercedes Narcisse highlights the significant noise impact on communities, mentioning personal experiences and constituent complaints.
- The EDC acknowledges the importance of noise mitigation but clarifies that jurisdictional boundaries limit their role, with federal actors like the FAA involved.

How will the JFK redevelopment program address noise impacts on surrounding communities.
0:55:02
Are there plans to sunroof, schools, libraries, places, or worship, and homes that experienced significant aircraft noise.
0:55:09
Highest EDC working with the port authority to ensure noise mitigation measures are implemented in equitable way.
Jennifer Sun

So on one hand, I can't speak to what noise mitigation measures, the port authority working with the terminal operators are implementing.
0:55:28
I will say though that is that is an area that EDC is very interested in understanding more about with respect to what the port authority and the terminal operator is responsible for doing.
0:55:38
I'm not going to speculate because I don't know.
Mercedes Narcisse
0:55:42
But leaving to the airport.
0:55:43
I can tell you for the whatever the route, the plane taking, you can feel the vibration.
0:55:51
Even though I'm not that close.
0:55:53
I cannot imagine people that's so close.
0:55:55
And the community has been outraged at me all the time.
0:55:58
No not knowing that I'm a counsel, not in the federal level.
0:56:02
But since you're sitting here, I'm saying that I don't know how to decide on the route at a certain time.
0:56:09
Yes.
0:56:09
We have a break lately, but people in Rosedale different places.
0:56:13
They call it me and even in Brooklyn to say what's going on.
0:56:16
They never get a break from the route, from the noise.
0:56:20
Thank you.
0:56:20
Thank you, madam.
0:56:21
Cheah.
0:56:21
Thank you.
Mikelle Adgate
0:56:22
Thank you.
0:56:22
You're welcome, madam.
0:56:23
May I Yeah.
0:56:24
Just follow-up.
0:56:25
Response.
0:56:25
Thank you very much for the question, it's something I relate to as well.
0:56:31
My great grandmother's house is on a 135th Street.
0:56:34
So grown up very close by.
0:56:37
One thing to just explain about their jurisdictional boundaries is that from a noise mitigation standpoint.
0:56:45
As you mentioned, there is a federal actor as well, the FAA.
0:56:50
And so when we think about the various roles and and responsibilities, well, as Jennifer said, we are looking to learn and understand more what the noise mitigation actions are, how those are rolled out, doesn't necessarily mean that EDC has a regulatory function when it comes to noise mitigation in the same way that our colleagues at you know, FAA, the Department of Environmental Conservation, and other federal and state agencies do.
