Council Member Garodnick states that nail salons and a wide range of other home-based businesses are currently allowed to operate in residential districts under existing NYC zoning rules.
- Garodnick says the goal of the proposed zoning changes is to rationalize the rules to bring them into the 21st century, not to fundamentally change what is allowed.
- He notes that existing zoning already allows many types of home occupations, including barber shops and music teachers.
- Council Member Paladino questions whether businesses like barber shops, nail salons and beauty parlors should be allowed to operate in residential areas.
- Garodnick confirms that under current rules, nail salons are in fact allowed in Paladino's district, even if there aren't any operating there now.

So we we worked to to devise a proposal that was not designed to be a one size fit all fits all proposal, but rather to be guided by existing zoning districts as they currently live in New York City.
2:38:36
So in your area, which might have commercial overlays with C1, C2, we were not changing those districts into something that they are are not.
2:38:48
What we were trying to do was to rationalize them so that the uses in those were were very similar to one another.
2:38:54
We were guided by the existing zoning that lives throughout the whole city.
2:38:59
So we were very deliberate to not propose something here, which does changes city wide with new new districts in any location.
2:39:10
We did not change the zoning anywhere.
2:39:12
But what we did do was to try to bring the rules into the 21st century in a way that we believe makes sense.
2:39:20
And to your point about home occupations, it's a I I certainly understand the concern about Concerned.
Vickie Paladino
2:39:26
It's more than a concern

It can happen.
Dan Garodnick
2:39:31
So what so I think it's I I what I would say respectfully is it's important for us to note what is allowed today as it relates to home occupations because The existing zone zoning allows a wide range of home based businesses, including, I mean, you're talking about Barber shops, music teachers is my favorite example.
