- Caruso shares that out of 12 Bronx community boards, views on the initiative vary, with some voting 'no', others 'yes with conditions', and a few 'yes' outright.
- She discusses the frustration over unfulfilled conditions promised to boards that voted 'yes with conditions' and the realization that community board votes are nonbinding.
- Caruso also represents the City Island Chamber of Commerce, which opposes the initiative due to potential negative impacts on community quality of life.
- She urges the city council to vote against the Economic Opportunity portion of the City of Yes initiative, reflecting broad concerns within her community board and beyond.

Thank you for the opportunity to speak.
6:08:49
I'm representing, and I'm a member of Community Board 10 in the Bronx.
6:08:55
The I'm on the zoning and housing committee.
6:08:59
And we voted unanimously no on the city of yes economic opportunity portion.
6:09:07
Out of the 12 community boards in the Bronx.
6:09:11
3 voted and out and out yes.
6:09:13
4 voted and out and out, no, and the rest were, yes, with conditions.
6:09:19
I think that the the community boards were a little bit misled or maybe I I I wanna say misled with the fact that they the ones that voted yes with conditions really did think that the the conditions were going to be met.
6:09:39
And if not, that they would then have the opportunity to vote no, but that is not happening.
6:09:47
And hearing earlier from the Department of City Planning, how the community board votes are nonbinding.
6:09:54
I think it's troublesome.
6:09:56
I I I wanna say that our community, I also sit on the City Island Chamber of Commerce, and Chamber of Commerce is also against this economic opportunity, where to have to it would definitely affect our quality of life.
6:10:14
Having this kind of thing happen in our community and in community board 10 in all the communities of community board 10 in the Bronx.
6:10:23
So I implore the city council to vote no for this economic opportunity.
6:10:29
Thank you.
