Proposal 8 aims to provide more zoning clarity and flexibility for life sciences laboratories to locate in NYC. It would specify that labs without hazardous materials are allowed in office districts.

The geography where a special permit can be used for labs would be expanded to allow them closer to research centers like hospitals and universities.

Sections of the building code currently used to regulate laboratories will be updated in response to community board concerns about environment protections.
