Proposal 17 would expand the zoning toolkit to allow businesses to seek waivers from certain zoning rules that hinder expansion or new development, via a review process.
- "For example, a film studio might struggle to build a sound stage in New York City because we have zoning rules that are not related tp FAR, but things like yard requirements, setback heights"
- "... a clothing store might wanna expand to to occupy an empty second floor, but size limitations or location rules prevent them from doing so."

In some instances here, businesses lack options for waiving certain non FAR related rules, For example, a film studio might struggle to build a sound stage in New York City because we have zoning rules that are not related FAR, but things like yard requirements, setback heights, or a clothing store might wanna expand to to occupy an empty second floor, but size limitations or location rules prevent them from doing so.
