These zoning proposals reflect the wish list on the mayor's blast committee, which was comprised of real estate, construction, big business industries, and their lobbyists.

These massive zoning changes will permit manufacturing and industrial uses to be permitted for the first time in commercial areas and commercial uses permitted in residential areas under a process that sounds good on paper, but is fraught with unintended consequences in implementation.

Clearly, the small business community is besieged with serious problems, including failure to prosecute retail theft, high rents, competition from illegal vendors who pay no rent of taxes and a myriad of confusing city regulations.
