The Department of City Planning is trying to strike a balance between preserving core manufacturing districts and allowing for job creation in other areas.
- The proposal recognizes the need for core manufacturing district preservation where manufacturing is prioritized over anything else
- In other areas, such as those in M Districts, the goal is to ensure job creation without overprescribing in a way that limits development
- The Department is creating new districts for the first time in 60 years to be responsive and determine where, when, and how they should be applied
- Mandating certain levels or floor area ratios before allowing other development can result in vacant space if people cannot meet those requirements

And so my last question and I'm way over time is what can we do to to do more in the transitional zone to incentivize industrial and to not Why can't we just why can't we mandate it?
1:40:45
Why do we need in in 2 in two zones in transitional and growth?
1:40:51
Why is there, like, incentives or flexibility for commercial when when really we should be doing that in the entire manufacturing zone?
1:41:00
And that's it.

Thank you.
1:41:02
And I appreciate the question.
1:41:03
I think what we are trying to do here is to recognize the fact that when we mandate the certain levels or certain FARs before you can do anything else.
1:41:19
The result is frequently that we end up and this is not about manufacturing specifically.
1:41:23
This is about any of the context in which we have highly prescriptive outcomes in mind.
1:41:31
It is the sort of result which does not give us what we what we end up wanting.
1:41:37
Because if people cannot hit those marks, we end up seeing a lot of vacant space.
1:41:41
But to your point, we want to try to, in this proposal, is an effort to recognize, for the first time, a need for core manufacturing district preservation.
1:41:53
1, which is, you know, there's areas in which we want to incentivize manufacturing over anything else to your point.
1:42:00
We want to make sure that manufacturing is prioritized.
1:42:04
Then there are also other areas and they happen to be in M Districts and, you know, your yes, North Brooklyn is an interesting example.
1:42:09
There are other examples.
1:42:10
And we will take a look at that together with you as part of the intro 1012, where we want to make sure that job creation is happening and that we're not overprescribing in a way that is going to limit anything from happening over there.
1:42:25
So we understand the concerns that you're raising We want to continue to work with you on this because this is important and we are making real efforts here and even creating any new districts for the first time in 60 years, to allow us to be able to be responsive, come next year on intro 1012 and think about where, when, and how they should be applied.
