Roger Manning testifies about the detrimental effects of sightseeing helicopter noise on Governor's Island, a public space in New York Harbor.
- He describes the noise from helicopters as a "constant aerial assault" that seriously impacts the island's historic district, national monument, high school, parklands, arts and environmental projects, and wildlife.
- Manning provides specific examples, including counting up to 18 helicopters flying overhead within 15 minutes.
- He notes that flight paths over water do not help due to the narrow channels, and helicopters from New Jersey often hover over the island for extended periods.
- Manning expresses hope for the success of proposed federal and city council initiatives to address sightseeing helicopter noise.

Hi.
2:20:35
I'm Roger Manning, co founder of Magic, the Metro Area Governors Island Coalition.
2:20:41
And if you may have heard, Governor's Island is severely affected by sightseeing helicopters.
2:20:47
Governor's Island, the city's unique public space in the middle of New York Harbor is seriously impacted by sightseeing helicopter noise on a daily basis.
2:20:55
The constant aerial assault on the island's historic district, national monument, high school, parklands, arts, and environmental projects.
2:21:04
And wildlife has been described as soul crushing.
2:21:07
That's a quote from more than one person.
2:21:10
At times, we've counted as many as 18 helicopters in 15 minutes.
2:21:14
Going by.
2:21:15
And, yes, they do fly over water but buttermilk channels so narrow.
2:21:18
It doesn't really help.
2:21:19
And then the flights in New Jersey tend to hover over the island for long periods of time.
2:21:26
And, you know, of of of course, I'd say oh, I'd say.
2:21:30
The the majority of the flights do come from the, like, the Wall Street, the Heliport, but a lot of helicopters do come from New Jersey.
2:21:40
So we're hoping that that federal thing that's in the works is is successful as well as this awesome city council stuff that you all are putting forward.
2:21:50
And that's it.
