The council member asks about research on other cities that identifies better metrics than announced restitution amounts for measuring the success of labor law enforcement.
- Peter Fugiel suggests metrics like worker compliance with laws, receiving schedules in advance, and proper compensation for last-minute schedule changes.
- Fugiel cites a Seattle study finding a secure scheduling law improved predictability, reduced last-minute shift cancellations, and benefited worker well-being.
- No similar systematic study has evaluated impacts of New York City's labor laws on workers.

I I do have a few questions, Peter.
1:18:40
Very interested in this research on other cities.
1:18:43
So can you talk a little bit more about you've mentioned that there would be better metrics of success than the amount of restitution that the agencies announced for workers.
1:18:54
What would those better metrics be?
Peter Fugiel
1:18:58
I mean, we've already discussed some of them here today.
1:19:01
Obviously, compliance with the law.
1:19:03
Workers receiving schedules in advance or receiving appropriate compensation when there are last minute schedule changes.
1:19:13
Those sorts of outcomes aren't available in Bureau of Labor Statistics or census data So additional research is needed.
1:19:24
The only jurisdiction I'm aware of that has done, a systematic evaluation study is Seattle.
1:19:31
And I included links to some of the public reports available through the city auditor's office.
1:19:37
And what they found team of researchers with the shift project found that the secure scheduling law in Seattle significantly improved predictability and reduced the occurrence of last minute shift cancellations.
1:19:57
And that resulted in better quality sleep, better mental health, and well-being for workers, and lower incidents of material hardship, like difficulty paying rent or food insecurity.
1:20:13
And so we know that it can work, but there's just been no study of that kind in New York City.
1:20:22
And so it's very hard to say systematically how workers are doing under this law.
