QUESTION

Is a lobbyist fundraiser for the mayor required to disclose their activities to the Campaign Finance Board?

Lobbyists acting as fundraisers for the mayor may not be required to directly report to the Campaign Finance Board (CFB) that they raised money for the mayor.

  • It is the responsibility of the campaign committees to disclose intermediaries, including lobbyist fundraisers, in reports submitted to the CFB.
  • Lobbyist fundraising activities are relevant for enforcing lower contribution limits that apply to lobbyists and those doing business with the city.
  • Funds raised by lobbyists for campaigns are not eligible for public matching funds from the CFB.
  • The CFB cross-checks lobbyist submissions against campaign committee reports to ensure compliance.

My And we're hoping to have a future hearing to dig into this topic in much greater detail.
1:58:13
But my understanding is that a lobbyist operating as a fundraiser for the mayor is required to complete these forms, submits the forms to to the clerk's office that they raised x amount of dollars for the mayor over the previous period time period.
1:58:33
But Depending on, you know, how the fundraiser is structured, they may or may not be required to report to CFPB that they were operating, that that the lobbyist was raising money for the mayor, that they may not be required to be it is in and it's an intermediary in CFP's process.

Is that right?

1:58:59
Sounds like it's Correct.
1:59:01
But I wanna make a couple of things clear.
1:59:03
First of all, the intermediary disclosure requirements are imposed upon the campaign committee.
1:59:07
So it is incumbent upon the committees to ascertain who is serving as an intermediary with respect to contributions that that committee receives, and then the committee submit gets to us an intermediary report.
1:59:20
1 of the probably the most important reason we receive lobbyists data is is to enforce our lower contribution limits that apply to those doing business with the city and to lobbyists.
1:59:31
It's the same in

1:59:32
Because those funds are not matchable.
Paul Ryan
1:59:34
Correct.
1:59:35
Not matchable.
1:59:35
They also don't count towards qualification for the thresholds for the public funding.
