The General Counsel of the Conflicts of Interest Board (COIB) explains that a charter revision commission should be independent and not led by COIB itself.
- A charter revision commission should consist of a diverse group of people with different perspectives
- It should be created separately from COIB or other existing bodies
- The commission would gather testimony and input from various parties, including COIB
- Its goal would be to determine what is best for New York City regarding potential charter revisions

And could you, for everybody who's listening in on this great hearing, Who would be leading that process?
1:21:14
Like, would it be on COIB to identify the public hearings?
1:21:18
Like, would that be staff capacity at COI?

Well, I mean, a charter revision commission should be independent.
1:21:24
I mean, even from us, we would obviously be eager testifiers and providers of information to a Charter Revision Commission.
1:21:33
But that should be a commission that really is a as also as a cross section of people with different points of view and and and so forth who are trying to take, you know, testimony from everybody and kinda figure out what's best for the city.
1:21:45
So it shouldn't be us who's doing that, but it should be a, you know, a nice diverse set of people who constitute a a separately created charter revision commission.
