Council Member Lincoln Restler inquires whether the Conflicts of Interest Board (COIB) has any evidence to support their concern that certain policies could negatively impact recruitment and retention.

  • Carolyn Miller, COIB Executive Director, states they are identifying issues and concerns, not serving as hiring managers or recruitment experts.
  • Miller suggests a Charter Revision Commission process would allow testimonies from those with relevant experience.
  • Restler acknowledges COIB is expressing potential concerns without direct evidence.
  • The discussion shifts to the Charter Revision Commission process and COIB's recommendations for charter revisions.

But just to clarify on the recruitment retention piece, do you have any evidence to your to underscore your concern that these policies could undermine recruitment and retention.
Carolyn Miller
1:32:44
I I think council member, a chair wrestler, I apologize.
1:32:47
The testimony is clear that we're identifying issues and concerns.
1:32:51
And the process of a Charter Vision Commission, we are not hiring managers.
1:32:56
We're not we don't work in appointment offices.
1:32:59
We're not involved in the recruitment and retention of of agency heads.
1:33:03
This is not our field expertise, that is exactly the reason your identification of what evidence is is in fact why we think the charter Commission is the proper process because it would allow the opportunity for those individuals who work in those fields, who have the experience, who are in city government to be able to provide that testimony and information.
Lincoln Restler
1:33:23
So I heard we don't have proof for evidence to this fact.
1:33:26
You're just expressing that these are potential concerns that you think could is.
Shahana K. Hanif
1:33:29
We're not we're not
Carolyn Miller
1:33:30
an evidence.
1:33:31
We're not a research agency.
1:33:32
We're we
Lincoln Restler
1:33:33
I understand that you're you're expressing that your opposition to this legislation is because you think it could undermine recruitment and retention.
1:33:39
I'm saying we don't have a record of that with the mayor's recent round of appointments that have been subject to these expanded lobbying restrictions that we think should be expanded yet further.
Carolyn Miller
1:33:47
And there's subject to the restrictions that are in this bill.
Lincoln Restler
1:33:50
They were not, but they they were subject to the 2019 charter revision commission restrictions that are similar to the restrictions we would impose in this bill to more public officials.
1:33:59
And so I relatedly, you're saying we should go through a charter of vision commission process.
1:34:05
This.
1:34:06
You know, one of the charter calls for COBRA to review chapter 68 and submit recommendations to the council, at least one every 5 years.
1:34:17
It appears the last recommendations we received were in 2014.
1:34:21
Could you explain?
Carolyn Miller
1:34:24
The board has had a substantial amount of turnover in part because of the changes to the board that were implemented by the 2019 Charter Vision Commission.
1:34:31
We have multiple board members who served less than 2 years on the board.
1:34:37
So we're the board is working to acclimate themselves to the complex of law.
1:34:43
Also, we had the board, a very experienced board put before the council extensive recommendations to the charter that were not taken up by the council at that time.
1:34:54
So we the board still believes that those extensive proposed revisions to the SHARDER REMAIN WORTHY OF CONSIDERATION.
