The general counsel of the Conflicts of Interest Board (COIB) explains their stance on potentially expanding post-employment restrictions to top NYC officials like the mayor's chief of staff, chief counsel, and the HPD commissioner.
- The COIB wants to evaluate the impact of recent post-employment restrictions before considering further changes
- It is too early to assess the effects of the new rules on recruitment and administration turnover
- The COIB emphasizes having a thorough process and hearing from all stakeholders
- Current law already imposes stronger post-employment limits on higher-level public servants

I just have to to to dig in a little further.
1:25:42
The as you noted, the with the 2019 Charter Vision Commission that imposed a more extensive ban on deputy mayor's directors of OMB, court counsel, DCAST Finance, DOI, CPC chair.
1:25:55
Now they all have a 2 year ban from appearing before any agency in the branch of government that they served.
1:26:04
Why should that not apply to the mayor's chief of staff or the mayor's chief counsel?
1:26:09
Or the HPD commissioner?

1:26:11
Oh, I'm not I'm not actually saying that I don't think it should.

1:26:15
I We just don't think that it's appropriate for us to move forward that change at this time?
1:26:20
So it may be something that you could support in the future.
1:26:23
You just don't support it today.
1:26:25
Is that right?
Ethan Carrier
1:26:26
I'm saying 2 things.
1:26:27
One one I think that we've because we've just had these changes in the post employment restrictions, it would be good to see how they work out because we really haven't had the sort of big turnover of an administration to kind of see what the impact of these new changes would be because these changes came into effect in the 1st year of this current administration.
1:26:51
So seeing that sort of big turnover moment and what the implications are of that for recruitment and how that, you know, how how how well that's working.
1:27:03
I think it's a little bit yet to be seen.
1:27:05
And then the the second thought is, right, just wanna just one about process.
1:27:12
We just want to make sure that we have good process and that we've really heard from everyone.
1:27:18
Certainly, the law has always required and should require the higher level public servants are subject to greater restrictions than people who have lesser authority or authority.
