Council Member Holden expresses frustration with the New York City 311 system's lack of accountability and honesty in responding to complaints.
- He says agencies provide excuses instead of honest responses when they fail to address issues like parking violations and littering
- He criticizes the lack of a mechanism to report certain issues like illegal tow trucks on the 311 application
- He struggles to efficiently report issues over the phone due to difficulties spelling out street names
- He wants the 311 system to have more accountability so he does not lose faith in it and other city agencies

I feel I just went around in circles.
0:52:14
I would like honesty, and that's what this bill is about.
0:52:18
If somebody takes the time and here we are trying to protect our neighborhoods, quality of life.
0:52:23
We're trying to get a car a car ticketed at a hydrant.
0:52:28
And then what comes back from the agency is not true because the police will tell me, well, we couldn't see the photo or we couldn't see this.
0:52:38
We couldn't see that.
0:52:39
They have excuses, but they're not giving us honesty.
0:52:42
And that's all I'm after.
0:52:43
If you can come up with a solution to that, if you had some some suggestions, whether it's a pull down menu on whatever the police see.
0:52:50
But I put in sanitation complaints also on property that was littered I mean, literally, all over the place that was debris and litter, and I know the agency didn't respond.
0:53:02
And I know you're not an oversight.
0:53:03
We are.
0:53:05
But it's if if there's no accountability in in in the that means that there's there's something on the agency's response.
0:53:15
To our complaint that could tell us they were there, that they responded.
0:53:22
Because this gets to be a situation where it's frustrating for everyone.
0:53:26
When I put in 5 complaints on commercial vehicles and all five come in with bogus information because the cars the trucks are still there.
0:53:36
That's that, again, that goes on to the system.
0:53:38
That means I lose faith in the system.
0:53:41
I lose faith in the police, maybe.
0:53:43
I lose faith in the in the 311 app.
0:53:46
And and just go back to the towing vehicles, like the illegal toads.
0:53:50
You say, well, we already have a mechanism.
0:53:53
Try doing that on the on the app.
0:53:55
You can't do it.
0:53:56
You can't report it on the app.
0:53:57
And you know why I don't call the operators.
0:54:00
Because I have streets in my neighborhood.
0:54:02
Juniper Boulevard South.
0:54:05
Juniper Boulevard North.
0:54:07
Juniper Valley Road.
0:54:09
Try to report that on a 311 operator.
0:54:12
You have to spell out everything.
0:54:13
It's tough.
0:54:14
I understand that, but it takes a lot more time.
0:54:17
I'd rather use the app.
0:54:18
The app is good, but the app is still not there's still gaps in the app.
0:54:25
And that's where I think we have to try to fix where somebody I have chasing.
0:54:29
I have truck trucks, tow trucks going through my neighborhood every day chasing to accident scenes.
0:54:35
I'm trying to correct it.
0:54:37
I can't report that on the app.
0:54:39
It's hard to even report it to an operator.
