Council Member Robert Holden inquires about adding a category for filming complaints to the NYC 311 app. Deputy Commissioner Joe Morrisroe explains that currently such complaints are directed to the Mayor's Office of Media and Entertainment, as there is no structured service request available.

  • Holden highlights issues like parking displacement, blocked sidewalks and crosswalks caused by filming activities.
  • Morrisroe acknowledges past discussions on adding a filming complaint category but does not confirm implementing it.
  • He agrees to revisit the issue with relevant agencies to explore potential solutions.
  • The current process does not allow filing filming complaints directly through the 311 app.
Robert Holden

One one other thing, you know, again, I'm going to I'm going back to the app.
1:53:32
Previously, years ago, this committee had made suggestions about making complaints on the app.
1:53:41
For filming, a TV and, you know, motion picture filming on our streets, and it's done a lot.
1:53:48
We had suggested that there's there's no way to make a complaint on the app about and here's what happens when they film on the streets Many times they take over the entire block of a commercial district and they put cones in the street and they take over the area 24 hours in advance, sometimes even more.
1:54:08
They take up more spots than they need, and they continue that.
1:54:13
And they and they abuse the the whole street, and they close it out to any commercial work or any any people, you know, people shopping and so forth.
1:54:22
So we this committee made a suggestion that you put a category on filming since we do a lot of it here.
1:54:30
And it does it does lack oversights from the mayor's office.
1:54:35
Because they're not I've checked many times and they're not even aware.
1:54:38
The Mayazov is not even aware of the abuses.
1:54:41
So we we've asked that that be added to the list of and it's not that hard.
1:54:46
One more category or at least.
1:54:47
If you try to do that on this app, you you get nowhere.
1:54:51
If I try to say filming, taking up spots, blocking sidewalks, blocking crosswalks, blocking hydrants.
1:54:57
I can't get that in the from the film industry.
1:55:01
Can you include that?
1:55:02
Will you consider it?
1:55:03
Because you told you guys told me that a few years ago, and we're still nowhere.
Joe Morrisroe
1:55:08
Okay.
1:55:09
Thank you for the context around that.
1:55:12
My colleagues sitting there are probably ready to tell me remind me what the process is for handling those complaints, but I believe it is something that we do not take a structured service request for, but instead it's a we we connect the customer to the mayor's office of media and entertainment.
1:55:26
Who oversee that.
1:55:27
So that would not allow it.
1:55:29
So without the absence of the absence of a service request wouldn't enable it to be available on the website.
Robert Holden
1:55:34
No.
1:55:34
But
Joe Morrisroe
1:55:35
on the
Robert Holden
1:55:35
on the app.
Joe Morrisroe
1:55:36
On the app.
1:55:36
We'll be website on the app.
Robert Holden
1:55:38
No.
1:55:38
But you won't consider it?
Joe Morrisroe
1:55:39
Oh, we always consider.
1:55:40
We
Robert Holden
1:55:40
will Alright.
1:55:41
I I heard that a few years ago.
1:55:43
So if you could It is if you know the amount of of filming on our streets and if you know the complaints because it is an invasion essentially to many neighborhoods.
1:55:53
If it's in residential, it could could have trailers all over the place and blocking crosswalks and sidewalks and all that.
1:56:01
But I think we need something in that area because there there's so many abuses.
1:56:05
But
Joe Morrisroe
1:56:06
I I will I'll I'll appreciate it, and what I'll do is go back to the agency that responsible for addressing that and revisit when our situation is made.
Robert Holden
1:56:14
And just a general app request If I could type in my complaint and it would go and it would actually give me a category, a subcategory, that seems workable, although it doesn't exist.
Joe Morrisroe
1:56:29
Appreciate that one.
1:56:30
I'll I'll I'll ask you a question back if that's okay.
1:56:33
Have you tried the new search on the on the request site?
1:56:36
Yes.
1:56:36
And and where you can type in
Robert Holden
1:56:38
It doesn't work.
1:56:39
It's fine.
1:56:39
Okay.
1:56:39
I'll show you if you want, you know.
1:56:41
No.
1:56:41
After the hearsay, I can show you.
1:56:42
I try to just do it on me.
1:56:43
I do I do everything first and see if works.
Joe Morrisroe
1:56:45
Yeah.
1:56:46
Yep.
1:56:47
But it has it has it is an enhancement where you can type in in that search, and it'll pull up options based on
Robert Holden
1:56:52
It does, but it doesn't take me to a complaint.
1:56:54
It takes me somewhere else.
Joe Morrisroe
1:56:55
I see.
1:56:55
Okay.
Robert Holden
1:56:56
And I just wanna go stay in that app to to file a complaint, and I don't wanna go to another aid in look up a phone number and try to, you know, have the call.
1:57:03
I understand.
1:57:04
Thank you.
1:57:04
Thank you, deputy commissioner.
Joe Morrisroe
1:57:06
Thank you.
1:57:06
Thank you, Conshmed.
Jennifer GutiƩrrez
1:57:08
Okay.
1:57:08
Thank you both so much, deputy commissioner and general counsel.
