Council Member Sanchez follows up on previously discussed DOB revenue generation proposals, including a failure to gain access penalty and changes to the Local Law 11 fine schedule. OMB officials provide a brief update on the status of these proposals.

  • OMB is working with DOB to review the fee increase proposals.
  • A user cost analysis will be conducted to determine the merit of the proposals.
  • OMB commits to following up with DOB and getting back to the Council Member shortly with more information.

And set 2 is, I just wanted to follow-up on DOB.
6:02:05
During the DOB hearing, we also talked about the preliminary responses of requests for the administration to increase revenues by adding a failure or increasing a failure to gain access penalty, as well as generating another 15,000,000 from changes to local law 11 fine schedule, which we did not see, reflected in the executive.
6:02:27
So, the agency deferred, those considerations to OMB.
6:02:31
Can you just tell us, if you are considering those?
6:02:34
And if not, why not?
Jacques Jiha
6:02:36
Well, HPD and OMB currently, in discussion in terms of the term sheet.
6:02:41
So let me have Tara give you a sense of where we are as part of the discussion with HPD.
Tara Boirard
6:02:46
Sure.
6:02:47
We are expecting that neighborhood pillars

6:02:51

6:02:51
Good.
Tara Boirard
6:02:52
Thank you.
6:02:53
We are expecting that the neighborhood pillars term sheet will be updated by the end of this calendar year.
6:02:57
In terms of the things that we're looking at, it's a combination of cost in terms of how much we'll be paying for acquisition within those term sheets, and definitions about what the program is going to be doing, given that they're retooling the program based on what it was originally contemplated to do back in 2019.
6:03:13
The other term sheets that were
Pierina Ana Sanchez
6:03:14
I'm sorry.
6:03:15
Sorry.
6:03:15
You said by end of year, calendar year?
Tara Boirard
6:03:17
End of the year.
6:03:17
I think, there was some confusion about the end of the fiscal year versus calendar year, but in in either instance, we're working very quickly to try to resolve those issues because all eyes are on pillars at the moment.
6:03:29
You've asked about the other term sheets.
6:03:31
We're currently reviewing the new construction term sheets, and, we're waiting on HPD to provide us some more we're in the back and forth on some of the preservation items as well, but we're actively working on on all of them.
6:03:43
In terms of your DOB question, we're working with the agency on those fee increase proposals, and, we'll have to do a user cost analysis and see if there's merit.
Pierina Ana Sanchez
6:03:55
And can when could we expect a response, about that?
Tara Boirard
6:03:59
We'll have to talk to DOB and we can get back to you shortly.
Pierina Ana Sanchez
6:04:02
Okay.
6:04:02
I will text you now.
6:04:03
Okay.
6:04:03
Thank you.
