Deputy Commissioner Kim Darga states that HPD is currently evaluating if it has adequate resources to oversee and enforce several new programs it is launching, including the 421a extension, the 45x tax incentive for affordable housing, the commercial conversions incentive program, and potentially J51 if authorized by the council.
- HPD is assessing its resource needs for administering the application processes for these new programs upfront.
- HPD is also evaluating its client and enforcement resources to properly oversee the programs.
- If HPD determines its current resources are insufficient, it plans to work with the Office of Management and Budget (OMB) to secure additional resources.
