The council member asks what metrics HPD (Housing Preservation and Development) will use to evaluate the success of the J51 program. The deputy commissioner responds that an increase in usage of the program compared to recent declines would be considered a success metric.

  • The J51 program benefits housing quality and helps with decarbonization efforts.
  • It prevents costs of improvements from being passed onto residents.
  • The deputy commissioner calls the J51 program a critical tool for the city.

If we see an increase based on recent usage, I think that will absolutely be a success.

The we've seen a real decline, and I I think given the fact that this program benefits the property from a housing quality perspective, helps with decarbonization, and also means that the cost of those improvements is not passed on to run of residence.

It's a really critical tool.
