If you live in a coop, and just simply ringing the bell and buzzing somebody in or they talk to you and you're still not quite sure who it is.

Who is going to be responsible for the financial burden put on businesses and landlords that have already invested in biometric identification data, technology, as they would be asked to remove or to replace or to adjust their current BID technologies.
