Fernando Brinn raises concerns about the lack of cybersecurity funding and protection for underserved community organizations and non-profits receiving city contracts.
- Underserved communities often lack access to affordable cyber insurance
- Non-profits receiving city contracts do not have budget for cybersecurity measures like penetration testing and cloud security
- This leaves personal information of individuals like Juanita Lopez, who use these services, at risk due to inadequate protection
- Brinn urges the city council to provide funding for cybersecurity measures for programs they support
- He offers to discuss solutions further, collaborating with cybersecurity companies he works with

Thank you.
2:56:45
For allowing us to speak with you, chairman.
2:56:51
I want to address an issue to spin.
2:56:54
As I'm sitting here, I'm looking at how the city looks at cybersecurity.
2:57:03
From the perspective of agencies.
2:57:05
I'd like to take a minute and look at and talk about cybersecurity from the perspective of the underserved community.
2:57:14
So And
Jennifer GutiƩrrez
2:57:15
I'm sorry.
2:57:15
Can you just say your name for
Fernando Brinn
2:57:16
the Fernando Brin.
2:57:17
I Fernando?
2:57:18
The CEO of the Brin Group, Yes.
2:57:21
We're a we're we're a community minded agency.
2:57:26
We work with not for profits and community organizations.
2:57:30
During the testimony that I heard, a couple of things came to to mine.
2:57:35
1 was Simon Insurance.
2:57:39
So our community doesn't have cyber insurance.
2:57:42
If they do, it's very it's very high and very costly.
2:57:47
Are not for profits that are receiving contracts from CD agencies, don't have a line budget for either cyber insurance.
2:58:00
They don't have it for testing, penetrating testing for cyber cyber in cloud security.
2:58:10
So what I'm saying is we need to look at how we can address this issue through our agencies.
2:58:18
Because at the end of the day, Juanita Lopez, who gets up in the morning, and goes to her health clinic, who goes to her bank.
2:58:26
Or goes to a community program for assistance is giving her information to a system that's not protected.
2:58:35
So we need to ensure that those programs are funded by the city council and funded by the city are cybersecurity.
2:58:46
And I think I've put together a number of organizations I work with that are cybersecurity companies, and I would enjoy an opportunity to fix further on it.
2:59:00
Thank you.
