Council Member Pierina Ana Sanchez inquires about the staffing and diversity in the City Clerk's office. City Clerk Michael McSweeney provides a detailed response on the office's structure, staffing across boroughs, and its diversity profile.

  • The City Clerk's office currently has 59 staff members, with most working in the marriage bureau.
  • Each borough has a specific number of full-time staff: 6 in Queens, Brooklyn, and the Bronx; 2 in Staten Island.
  • McSweeney highlights the office's positive diversity profile, mentioning good marks from EEOC audits and a diverse management team.

My question is is about the office.
0:22:24
So you you mentioned that you have a current headcount of 5555, but you there are sixty people who are working in the office.
0:22:32
Can you just tell us about what are what are those roles and responsibilities and a little bit about the diversity and how those those staff at work and the clerk's office represent the city of New York?
Michael McSweeney
0:22:44
Sure.
0:22:46
So it's actually 59.
0:22:47
We had one person went to another city agency last week.
0:22:53
So we can't even think about hiring anyone new, and so we get that down below that headcount.
0:23:01
So we have I would say most of the office works in the lobby of the I'm sorry, the marriage bureau.
0:23:09
We have an office in each of the five boroughs that focuses on providing marriage licenses, marriage ceremonies.
0:23:15
We have in each in in Queens, Brooklyn, in the Bronx, we have 6 people working full time.
0:23:23
Staten Island, we have 2 people working full time, and the rest of the staff work in Manhattan.
0:23:29
We have every year we have a our mandatory audit with the EEOC.
0:23:37
And we are on very good terms with the EOC.
0:23:42
We've received good marks.
0:23:44
In terms of our, you know, diversity.
0:23:48
We have, I would say, I think there are more female members of the staff than male members of the staff.
0:23:55
We definitely are, you know, diverse, and I think the percentage of ethnicities matches the percentage of ethnicities of the city.
0:24:04
So I think, you know, we're we're kind of a a good reflection of that.
0:24:09
And one thing that that's interesting, I've never had a chance to mention it, so I'll mention it now.
0:24:15
I'd say maybe a 2012 and 2013 one of the some somebody in the precedent analysis of the management of, you you know, each city office, you know, by virtue of, you know, percentage of I think white people versus non white people, you know, and it started from the big agencies, and and and we were at the bottom of the list.
0:24:44
Which meant that in terms of our management staff, we had the most diverse managements management of any city government because we were on the bottom the the agencies on top or the agencies that were the least diverse.
0:25:00
So I I I would say that probably still holds up because we've got, I think, the same manage well, the same managers are are still in the office and, you know, it's the same level, I think.
0:25:11
We have added, you know, another person who's a person of color.
0:25:17
So, you know, I think that in terms of our diversity, I think it's very good.
0:25:21
I think the EOC would bear that out in terms of our audits.
0:25:27
I believe we're up to date with all of our compliance in that regard.
Pierina Ana Sanchez
0:25:31
Great.
0:25:32
Thank you.
0:25:32
Thank you so much.
0:25:33
And when you said 6 in 6 in Brooklyn and the Bronx, etcetera, you meant each in each borough, there's
Michael McSweeney
0:25:39
In each borough, there are 4 there were 6 full time people assigned.
Pierina Ana Sanchez
0:25:43
Got it.
0:25:44
Okay.
0:25:44
Great.
0:25:45
Thank you so much.
0:25:45
Sure.
0:25:46
Thank you.
