Council Member Brooks-Powers asks if the Department of Transportation (DOT) has conducted or utilized external studies related to bollards.
- DOT clarifies that for security-related bollard placements, they rely on the NYPD's determinations and analyses.
- For non-security uses of bollard, like pedestrian islands, DOT does not have a specific study they have conducted.
- However, DOT has used bollards in certain circumstances without referring to a formal study.

I'll start with questions on my bill that's introduced and wanting to know has DOT previously studied or relied on 3rd party studies of ballers?
0:52:21
And if so, what were the findings?
Margaret Forgione
0:52:26
Can you repeat the question?
0:52:27
3rd study?
Selvena N. Brooks-Powers
0:52:28
3rd party?
0:52:29
Has DOT previously studied or relied on 3rd party studies?
0:52:34
Of ballers.
0:52:34
And if so, what were the findings?
Margaret Forgione
0:52:37
Okay.
0:52:38
So I I'll start, and then Monty Dean can also add in his thoughts So when it comes to the placement of ballards, for security purposes, currently NYPD determines if the ballard is necessary Terry from a counter terrorism point of view.
0:52:54
My understanding is that sometimes third parties do come forward and make the request.
0:52:59
I don't know if that's what you're getting at, but then NYPD would work with that party to analyze the need, have that party provide information, and then my understanding is conduct their own analysis on whether or not ballards are necessary.

But just generally outside of the security ballers, has DOT engaged with any type of studies around the ballers I feel like in a past hearing, DOT did share that there was information that that they leaned on to make decisions about Volley and what have you.
Monty Dean
0:53:33
For the security ballers, as Commissioner for Gianni said, we do rely on NYPD for other types.
0:53:39
It sort of depends on the circumstances.
0:53:44
We don't have a study that I'm aware of that we've done of where where they can be used, but we've used them, for instance, bell ballards on pedestrian islands to protect from turning vehicles.
0:53:55
Those are the sort of most common type of ballers that we use for non security purposes?
Selvena N. Brooks-Powers
0:54:01
That has that you've conducted a study for.
Monty Dean
0:54:05
We have not been talking to us.
0:54:06
Yeah.
Selvena N. Brooks-Powers
0:54:06
But okay.
