Which is why every year the council has prioritized adding new units of appropriation to the structure of the budget that reflect actual agency programs and functions.

This year, through our negotiations, we secure the creation of 11 new units of appropriation including a breakdown on spending for training within the Department of Correction, the Department of Instructional And Information Technology within the Department of Education, and the chief of department and detective bureau within the NYPD.
